Electrical VGT Actuator Problems
Hook the actuator up to the computer with it disconnected from the turbocharger and you can test it. Here are some symptoms of electrical faults:

• Fault Codes
• Sector Gear Moves Easily
  
• Noise Coming from Turbocharger
  
• Low Boost
  
• Over Boost

Mechanical VGT Turbo Problems

Make sure the sector gear moves freely on your turbocharger. If it doesn't move, you definitely need a turbo and possibly an actuator. Here are some symptoms that you have a mechanical issue:
